We fabricated drug charges against innocent people to meet arrest quotas, former detective testifies

A former NYPD narcotics detective snared in a corruption scandal testified it was common practice to fabricate drug charges against innocent people to meet arrest quotas.


The bombshell testimony from Stephen Anderson is the first public account of the twisted culture behind the false arrests in the Brooklyn South and Queens narc squads, which led to the arrests of eight cops and a massive shakeup.


Anderson, testifying under a cooperation agreement with prosecutors, was busted for planting cocaine, a practice known as "flaking," on four men in a Queens bar in 2008 to help out fellow cop Henry Tavarez, whose buy-and-bust activity had been low.


"Tavarez was ... was worried about getting sent back [to patrol] and, you know, the supervisors getting on his case," he recounted at the corruption trial of Brooklyn South narcotics Detective Jason Arbeeny.


"I had decided to give him [Tavarez] the drugs to help him out so that he could say he had a buy," Anderson testified last week in Brooklyn Supreme Court.


He made clear he wasn't about to pass off the two legit arrests he had made in the bar to Tavarez. As a detective, you still have a number to reach while you are in the narcotics division," he said. NYPD officials did not respond to a request for comment.


Anderson worked in the Queens and Brooklyn South narcotics squads and was called to the stand at Arbeeny's bench trial to show the illegal conduct wasn't limited to a single squad.


"Did you observe with some frequency this ... practice which is taking someone who was seemingly not guilty of a crime and laying the drugs on them?" Justice Gustin Reichbach asked Anderson. "Yes, multiple times," he replied.


The judge pressed Anderson on whether he ever gave a thought to the damage he was inflicting on the innocent. "It was something I was seeing a lot of, whether it was from supervisors or under-covers and even investigators," he said.


"It's almost like you have no emotion with it, that they attach the bodies to it, they're going to be out of jail tomorrow anyway; nothing is going to happen to them anyway."


The city paid $300,000 to settle a false arrest suit by Jose Colon and his brother Maximo, who was falsely arrested by Anderson and Tavarez. A surveillance tape inside the bar showed they had been framed.


A federal judge presiding over the suit said the NYPD's plagued by "widespread falsification" by arresting officers.

But the Occupy Wall street is getting lots of attention because they show you what they want to show you. It is called being bamboozled believe none of what you hear and only half of what you see. They say a coin has two sides well even that is bullshit pick one up and you will examine that there is an edge which produces 3 sides not 2 as the  eye clearly sees but you only consider the third side after thinking or re examining the situation same as in life.

It is amazing how quiet the city is about this matter. No publicity at all. Are these criminal acts now acceptable in NYC? I tried to call a radio program this morning to ask the Mayor about this, the screener did not let me through.

People I agree with all of your comments but we ALL need to e-mail, tweet and facebook this story to the national news media and ask them WHY THE HELL HAS THIS NOT MADE THE EVENING NEWS??? this s*** is going on ALL OVER AMERICA everyday!! If the main stream media does not take up this story it will all be swept under the rug and this s*** will continue. We MUST not let this story die!!!!

I put a couple articles on police corruption on here, I just put one up last night about People mostly teens, protesting on the Brooklyn Bridge, about the Police Stopping and Frisking us without probable cause. This is how this article comes about because if you look at it, this article and the one I put up goes hand in hand, for one how will the cops be able to plant s*** on someone with the Stopping and Frisking. This is how it starts how they are able to get away with fabricating s*** on someone and sending them to Jail for something they hadn't done, and there is no way to prove that they framed you because of the other cops backing the stories up without any real proof except for the other cop/s story and the evidence they framing the person with. I been in outrage over this, I won't even go into details of what I've experienced and Good people I know or someone I know has been through under this corrupt cops in the police precincts, and Corrupt Justice System. I'll say this it needs to be on the top of priority list to be exposed and addressed because enough is enough, these punk mother f****** will even search and feel up a woman without a police woman present and then when they getting ready to book you at the precinct then a woman will search you and the male arresting officers act like they didn't already do that to you in the street. also you have the right to know what they hell you are being arrested for before being ran in for whatever they don't tell you that and that is a VIOLATION OF THE 4TH AMMENDMENT, IF I'M NOT MISTAKEN.

The f***** up s*** is, that the Judges never believes the person who claims they have been framed by the arresting officer/s.  Judges don't even consider the possibility that the person is actually telling the truth that they have indeed been framed by the arresting officer/s. I don't even believe the Internal Affairs gives a dam to even look into it because if they did the police would not be getting away with it. How the hell are they getting away with this without proof You can't be serious all they have to do is show the drug that they probley have in their own stash to do the framing and some other corrupt cops to back their stories up, will be all they need to convince the Judges and lawyers, Say it ain't so. Cause if that is how it's done, they really need to fix this problem, the evidence needs to be backed up with more than that for example survelliance,video,pictures,witnesses and not just  the corrupt officers they use to corroberate their Jack up Story. Do you guys realize all the people that in Jail for this scheme! Cops out there in our neighborhood are getting away with sending our peeps to jail for s*** they ain't do.
