The Trinidad and Tobago parliament has started debating new legislation that would precept soldiers into the police service, but the move is being resisted not only by opposition legislators, but by police officers themselves who have described the initiative as a “serious catastrophic decision”.
The Police Social and Welfare Association (PSWA) has called for an urgent meeting with National Security Minister Austin Jack Warner while police officers have circulated a petition indicating that they view the decision to precept soldiers as a “serious, catastrophic decision that has the potential to initiate an irreversible trend of interference on the independence of the Trinidad and Tobago Police Service (TTPS) and its operations”.
PSWA president Anand Ramesar said while the petition did not originate from the association, it nonetheless represents the views of his members,
Ramesar said the association was ready to meet with Warner as soon as possible, even though it had not been consulted on the move by the coalition People’s Partnership government “on this very important matter”.
Ramesar said the association would be meeting next week and police officers were also hoping that acting Police Commissioner Stephen Williams would “clear the air in terms of his position on the matter.
“We expect a CoP to align himself with the views of the association, who will align itself with the views expressed by the membership,” he added.

The Trinidad and Tobago government has announced plans to give soldiers powers similar to that of the police as it moves to crack down on an escalation of crime in the country.
The coalition People’s Partnership government is tabling legislation Friday that will give members of the Trinidad and Tobago Defence Force (TTDF) authority to function and perform the duties of a police officer.
A release from the Attorney General's office late Thursday night said that Cabinet had earlier approved and confirmed a note brought by Attorney General Anand Ramlogan to give effect to the legislation.
It said the proposed bill will give legal protection to Defence Force personnel when they accompany police officers to assist in the detection, investigation and prosecution of criminal offences.
"They will enjoy the same rights, privileges and immunities as police officers. They will have the same powers as police officers, including power to arrest, search, seize and to carry arms.”
It said that government will ensure Defence Force personnel would be trained in areas such as police practice and procedure, investigations, law and court process to ensure they are properly equipped to undertake their duties alongside police officers.
It said that the government has ensured that while members of the TTDF are to be placed on an equal legal footing and benefit from the same powers that police officers enjoy while actually engaging in operations with the police, they will not be permitted to embark on policing exercises on their own.
"In so doing members of the TTDF would be afforded the necessary protection in carrying out functions with the TTPS (Trinidad and Tobago Police Service)," the release said, noting that at present TTDF members enjoy no powers of arrest other than those possessed by ordinary citizens.
According to the release, the use of the Defence Force in the fight against crime is not new as soldiers have been accompanying police officers on raids and joint patrols during the last decade.
"Under the previous administration, soldiers were also drafted into SAUTT to assist the police in the detection and investigation of serious crimes," the statement said, adding that the legislative measure will augment and increase the capacity of the Police Service and house such an initiative in a proper legislative footing.
"It can lead to an immediate boost and increase in the strength of the TTPS. It would also provide comfort and relief to members of the TTDF who have been involved in the fight against crime by ensuring that they are adequately protected in the performance of their duties.
"The TTDF will, no doubt, exercise these additional powers with the discipline, maturity and responsibility that has thus far characterised their involvement in the fight against crime by way of assisting and complementing the TTPS," the release added.
So far this year, 76 people have been killed.

Both of you have a view point which I totally understand but as history has proven to us priority over normality so what is the Gov't to do!!!! I again disagree with the move but in the end they have to fight back for the people who do work not to mention tourism it's an evil on both ends of the stick I just pray one day everyone can eat so bread can share equal but U know what some fassy ago say dem na get enough !!!!! It's a sad day all around but me swear say stop looking to e US to solve problems each Caribbean country have fe start look towards dem on solution OBAMA hair grey to ratted in the span of 3yrs have another 4 to push!!!! Lawd fadda!!!
When the government & police are corrupt, then the population shouldn't let them exercise these kinds of powers, because those corrupt bastads will turn on them... It'd be better to go head up against the criminals...
& is it just me, or does it seem like governments around the world are using the military to control their populations more?

Most people just want to go work, take care of family, buy stuff & have pleasures.. But it seems all this is going to come to a head at some point.. government, exploiting the people.. police corrupt & exploiting the people.. criminals exploiting the people... now a 4th element, military exploiting the people...
People have a time trying to get along as it is.. but damn its going to become hard to live with all these elements trying to suck you dry.... Start Defending!!
